Q. Governor, some tax officials are beginning to be concerned about
the possibility that the lump sum payments that will be required next
April for the tax may produce some delays in picking up this money,
and the general feeling is that they may have to go to an amnesty
period to permit people who were hit with this back payment require-
ment to pay it without any kind of a penalty. Have you heard?

A. I haven't heard anything critical in that regard. Until I do, I
wouldn't want to comment. I want to stay away from the technicalities
of the collection of the tax unless there is some specific problem to be
solved.

Q. If such a problem results would you be in favor of an amnesty
period?

A. I couldn't really tell you at this point. Some people can claim
that nearly anything is a problem that involves the payment of addi-
tional money. I'd have to be convinced that it was a serious problem
and an actual hardship before I would take any action on it. Mean-
while, I think the Comptroller and the City and county officials are
doing everything they can to lessen the impact of the burden.

Q. Do you believe it would be a good idea on the part of the tax
people to issue a very candid and very strong warning to people to
calculate their tax in advance and to save up for it?

A. I'm not sure it would have any effect. Because no matter how
many times people are warned about an impending crisis that's going
to occur in their lives, there still seem to be some of them who are un-
prepared. We would never have any lines around the Department of
Motor Vehicles were this not true.

Q. Governor, I have heard from some sporting circles that some high
ranking Republicans who are friends of the men of the art of self de-
fense, let us say like Senator Dirksen and Senator Case, have urged you
to reappoint one Chester O'Sullivan to the Chairmanship of the State
Athletic Commission. Does this have any truth?

A. No, this is totally false. I have received no suggestion from anyone
about that particular appointment. Now this doesn't mean that a letter
may not have arrived from some source that has gone to the appoint-
ment staff. But certainly, a letter from Senator Dirksen would reach
me personally. I received no exhortations from any Republican figures
of national significance on that.
