teachers in the City and the BTU desire, I think we've got to bear in
mind that there is some question about the legality of a union shop
among teachers. There is some question about the validity of collective
bargaining where the legislative body can, after the accomplishment of
the bargaining contract, upset the ability of the political unit to
finance it. I think these are legal questions that deserve a great amount
of investigation, yet.

Q. By whom?

A. Well, I think it's a legal question for the legal officer of the City
to consider.

Q. Do you know if he has?

A. I don't. I haven't been involved personally in this.

Q. Well, isn't the State involved in the principle of the relationship
between employees and a union shop?

A. Oh yes, the State is involved in principle, and I would say that
if asked to fake an active part by the mayor. I would certainly want to
cooperate in any way that I could. I think it would be an intrusion on
my part into a City problem, at this point, to take any action without
being requested to do so.

Q. Governor, you vetoed some 30 bills last week, and we're awaiting
your veto messages with great interest. Are you prepared to discuss
any of those vetoes at this time?

A. Well, we're going to try to prepare veto messages that are suffi-
ciently detailed to answer all the questions. These messages are in the
process of preparation, presently, and we hope to get them out within
the next week or so, in total. Some of these 30 vetoes, of course, are
technical ones because of Attorney General's questioning of the legal
sufficiency of the bills. Some of them were duplications of bills that
didn't need to be passed at all. In other words, strictly technical mat-
ters. I'm not sure of the exact number of policy vetoes involved, but
there weren't a great many and we'll try to have them out as quickly
as we can.

Q. I take it you prefer to wait until a later time.

A. I would, not because I'm not prepared to discuss them but because
I think it could be more expeditiously and more completely handled
and probably better reply to the question. But if there's something
that's crushingly important, I wouldn't close the door on commenting
on it at this time.
