Federal tax cut would offset the need for State action, wrote the following
in a letter to the chairman of the Board of Revenue Estimates, quote:
"Possibly because of my training, knowing that by law the State must
not have a deficit, I would rather err on the side of conservatism
end quote. Responsible public officials cannot engage in guessing games
nor can they concern themselves with the expediency of politics when the
issue involves the financial stability of State government.
As business and professional men, I think you can appreciate and
understand our position in this matter. Should the expenditures of a
private business venture continue to outstrip income then certainly the
firm will fail if new sources of revenue are not discovered and utilized.
The problem of government is no different in this respect. It is my can-
did opinion that the caution exercised by the State Board of Revenue
Estimates stemmed from a sincere desire to preserve the fiscal integrity
of Maryland and to insure the success of programs necessary to the
health, education and welfare of our people. Naturally, it is my hope
that the economy of Maryland will continue to be vibrant enough to per-
mit us to avoid tax increases for as long as possible. As a matter of fact,
I can think of nothing that would afford me greater pleasure than con-
cluding my two terms in office without having to impose an increase in
taxes to finance the services of State government. You have my assur-
ances that during my remaining two years and three months in office, I
shall continue to do all in my power to strengthen the economy of our
State by supporting those programs which will enable us to utilize our
human and natural resources to their maximum potential. In closing,
permit me to again thank you for inviting me to be with you today. As I
mentioned at the outset of my talk, it is always a pleasure to join the
Frederick Rotarians for your luncheon meetings and I hope to see many
of you at the fair.

It certainly is a pleasure to have this opportunity to take some time out
from what has been a busy schedule for me to spend a few relaxing
moments with you folks here at home.
