Once again, please accept my sincere thanks and deep appreciation
for the invitation to come here today. I hope that the time you have
spent in this school will enrich your lives and endow you with qualities
that will assure you a future of health, happiness and prosperity.

ADDRESS, MONTROSE SCHOOL FOR GIRLS
REISTERSTOWN
December 4, 1963

Thank you Mrs. Kaufman, Dr. Thalheimer, Mr. Hobson, Miss Fred-
erick, members of the Board of Managers and members of the staff of
the Montrose School for Girls, ladies and gentlemen:

I am grateful to the Superintendent and the Board of Managers for
inviting me to take part in these ceremonies in which we dedicate the
new facilities for the Montrose School for Girls. The buildings which
have been erected here symbolize the deep interest the State of Maryland
has in the well-being of its youth; as such, they are a source of great
pride to me as the chief executive of the State. May I say, in gratitude
to the Department of Public Welfare and the Board of Managers of the
Montrose School for Girls, that I am highly honored to have this build-
ing named for me. I shall strive to prove myself worthy of that honor.

For a great many years, I have observed the excellent work that this
school has been performing for the delinquent children of Maryland.
The girls who have been sent here have a wide range of social and per-
sonality problems. And thus, the staff of the school is called upon not
only to perform the very difficult task of helping each of these girls, but
also to make the vital decision as to when these children are ready to be
retuned to their home communities. I have been aware also that the
Barrett School for Girls had been operating under a handicap because
of its limited and obsolete physical plant. And so, it is with great pride
that I point to the difference between this new facility and the old
Barrett School. It is my sincere hope that all of you will avail yourselves
of the opportunity, at the invitation of the Board of Managers, to tour
this new plant.

The girls who will be using these buildings will be attending school,
and each will require a highly remedial and special educational program.
Therefore, the school building in this facility will provide an invaluable
tool in the planning of a proper program for each girl. May I point out,
