within the county, its financial stability and prospects for rational
growth, the many recreational areas nearby—all these factors make
it a highly desirable place in which to live and work.

It would be unseemly for me to congratulate you, Mr. Luke, on
your vision in selecting Howard county as the site of this new Re-
search Center. But I think it is entirely proper on this occasion to
extend my personal congratulations to Howard county and its citi-
zens and officials for their success in bringing this Research Center
here. I could name many—Charles Miller, Chairman of the County
Board of Commissioners; Thomas Harris, Chairman of the County
Planning Commission; Walter Henley, Director of Industrial Rela-
tions for the county—but the list is too long. Mr. Luke has told me
of the fine cooperation his people received from all of you. And he
has also told me of the pains you took to be absolutely sure the new
installation would enhance the county and not detract from it in any
way. The fine balance of judgment and civic mindedness by all par-
ties, county and Company officials alike, I consider to be outstand-
ing. With such leadership, I am confident both the county and and
its private and industrial citizens will prosper.

Mr. Luke, I would like to inaugurate officially operations in this
fine new Research Center by activating this fountain behind me. As
research is the fountain of all progress, so let this fountain symbolize
the continuing tradition of successful scientific innovation for which
West Virginia Pulp and Paper is so widely known.

BUSINESSMEN

OCEAN CITY, MARYLAND

Thank you, Mr. Smith, Senator DuPont, Mr. Boyd, sponsors of
and participants in this legislative conference for businessmen, ladies
and gentlemen:

It is both gratifying and inspiring to me to witness this display
of interest in government by Maryland businessmen as evidenced
by the attendance at this conference. For business and government
are partners — inevitably, whether they like it or not, and regardless
or how much they may quarrel and squabble at time. At the outset,
may I offer my hearty congratulations to the Chamber of Commerce
