of accomplishment in waste treatment. In several mill locations, the
Company is cooperating with government authorities in constructing
and maintaining waste treatment plants to serve both the mills and
the surrounding communities. The Firm set a splendid example of
public service within this decade when it underwrote $4, 000, 000 of
bonds to finance a waste treatment plant for three western Mary-
land communities and its mill at Luke and assumed 97 percent of
the operating costs of that anti-pollution system. I am told upwards
of $10 million have been expended within the Company's Luke Mill
for the establishment of stream pollution.

Despite the fact that it bears the name of another state, it is true,
that the Company and our State of Maryland have gotten along fam-
ously for many years, and to the benefit of both, I might add.

However, there are other reasons why I am particularly pleased to
participate in this Research Center dedication today. Increasingly,
Maryland is becoming one of the important seats of scientific re-
search the country. One of the major reasons for this reputation is
just across the street, the Johns Hopkins Applied Physics Laboratory.
The W. R. Grace Research Division is another close neighbor, and
Hydronautics, Inc. in Fulton, Maryland, and many other famous
names—in many fields of research—are within our borders. It gives
me a great sense of personal pride to see this fine new paper research
laboratory go into operation and add to Maryland's already impres-
sive record of scientific innovations. In a sense, Maryland and West
Virginia Pulp and Paper may be coming full circle today. From the
first successful chemical pulp which transformed an industry to an
advanced scientific research center which we all hope will start the
cycle over again. To me it is significant that the State of Maryland
was chosen on both occasions.

Although Mother Nature may have taken a helping hand in his-
tory, there can be no doubt that the decision to build this new facil-
ity here was a conscious one. I know from Mr. Luke that a great
deal of study and investigation went into the selection of this site.
A detailed survey among the Company's scientific personnel defined
the ideal characteristics of the place where they would like to work
and raise their families. This profile was applied to many areas,
including two well-known university towns in other states. But How-
ard county met the test. Its pleasant country setting, proximity to
Baltimore and Washington, D. C., easy access to many good colleges
and universities and its central location were very attractive to the
scientists. As well, the high quality of education and public services
