the dictates of his conscience than Harry Hughes, the Democratic
candidate for Congress here on our Eastern Shore. Harry Hughes is
unique and refreshing. Perhaps he can best be described as modest,
yet his modesty is not shyness but more accurately reflects a quiet
determination to do the job that he was elected to perform. As a
former member of the House of Delegates and, currently as Senator
from Caroline County, Harry Hughes secured the enactment of pro-
grams that not only benefited the people of Caroline and the Eastern
Shore, but also the citizens of the entire State. More than any other
individuals, he deserves the major credit for drafting the program
that is revitalizing public education in Maryland and will assist your
children and your children's children in receiving and education
second to none in this nation.
It has come to my (attention that the Republican opponent is now
attempting to place the blame on Senator Hughes for the enactment
of legislation increasing the income tax rate in Maryland, effective
next January, to finance the cost of the education program. Now, of
course, Congressman Morton knows that this charge is not true. But,
if he is going to blame Senator Hughes for securing enactment of
this legislation, then I submit that it is only fair that he give Harry
Hughes some of the credit for assisting in securing its anticipated
repeal this month.
For today, I met with Senator Hughes and the leaders of the Mary-
land General Assembly to discuss the healthy effect that a tremendous
upward surge in Maryland's economy is having on State revenues
and, as a result of this meeting, the General Assembly will be sum-
moned into special session in less than two weeks to prevent the tax
increase from going into effect.
In a very true sense, Harry Hughes is a senator's senator. During
the legislative session, the light in Senator Hughes' office burns far
into the night as he pores over the details of every piece of legisla-
tion. It requires exceptional ability to serve as Chairman of the
highly important Special Legislative Committee on Taxation and
Fiscal Affairs and it also requires exceptional ability to find solutions
to the complex and intricate fiscal problems that face our State today.
Yet, Senator Hughes not only has performed admirable as Chairman
of this Committee, he has also served with distinction as Chairman
of the Executive Nominations Committee in the Senate, as a member
of the Governor's Commission on City-Council Fiscal Relationships
and as a member of the highly important Legislative Council.
His actions and his achievements stand in sharp contrast to the
