October 1, 1961, at Patuxent. The additional funds will be used to
staff the center and improve the services to an expected increase in
the population of the institution.
The vast and rather complex budgets of the state's institutions
of higher learning merit, I think, careful consideration and close
scrutiny by all of you.
I believe you will find that the allowances I am recommending
reflect this Administration's deep and abiding interest in establishing
and maintaining the kind of public institutions that will offer our
young people the best opportunities to complete their formal educa-
tion. In this connection, I would remind you that this Administration
is continuing its effort to find the best possible solution to the problem
of expanding the University of Maryland to meet the requirements
of a tremendously increased enrollment over the years ahead.
Meanwhile, we are increasing our appropriations to existing insti-
tutions in an effort to meet immediate needs. The allotment to the
University of Maryland for operating purposes, for example, has been
increased by $2, 496, 780 of which $1, 286, 504 is in general funds.
Among other things, these increases will make possible the enlarge-
ment of the teaching and professional staffs, regular increments to
classified employees, faculty salary merit increases and the maintenance
of expanded physical plants, in College Park, Princess Anne and in
the professional schools in Baltimore. Funds for Morgan State College
have been increased by $110, 040, which will enable the College to
continue to offer its present high-quality program.
I assume that you are familiar already with our program of capital
improvements, which has been reported in the press in considerable
detail. Capital projects submitted by department and institutions were
reviewed and evaluated by the State Planning Department, and based
upon the findings of that Department, I have adopted a capital
budget for the 1962 fiscal year which includes 97 projects to cost
$16, 750, 400.
Highlights of this program are $4, 274, 100 for the University of
Maryland, with an expenditure of $2, 830, 700 at College Park and
$1, 156, 500 in the Baltimore schools; $1, 000, 000 for additional land
acquisition in the Gunpowder River Park; $2, 469, 200 for much-
needed improvements at the Rosewood State Training School, and
$2, 500, 000 for the first stage construction of a new medium-security
correctional institution at Breathedsville. Also, Morgan State College
will receive a total of $1, 103, 000, including sums for the construction
