portation picture are the many miles of county roads and municipal
streets in need of construction, reconstruction, maintenance and
repair. In this category, sums totalling $39, 335, 164 are recommended
in the budget presented to you. These funds are realized through a
20-per-cent share of the gasoline tax fund and the motor vehicles
revenue fund, plus federal aid.

A total of $20, 550, 640 is recommended for allocation to Baltimore
City for highway usage, realized from a 30-per-cent share of the
gasoline tax fund and the motor vehicle revenue fund. In addition,
the budget presented to you allocates a total of $11, 454, 107 to the
Department of Motor Vehicles, the Maryland State Police and other
functions allied with the maintenance of a safe highway system in
Maryland.

Our new Department of Economic Development, in full operation
for less than a year, already has made considerable progress in its
effort to bolster our economy by stimulating new business and in-
dustry and by encouraging tourist travel in our State. I have proposed
that the appropriation to this Department be increased by $61, 537.
The additional money will be used primarily for the compilation of
a new manufacturers directory, the development of certain special
projects of research, the expansion in the use of advertising for
tourist development and publicizing by advertising, promotion and
public relations techniques the many advantages and assets of Mary-
land.

The Department of Forests and Parks has been allotted a net ap-
propriation increase of $53, 333, principally to provide new positions
and defray the costs of labor. Funds are provided in the appropriation
of the Department of Research and Education to finance the new
Western Maryland Research Program and to carry on the important
Water Milfoil Study.

The general fund increase of $235, 014 to the office of the Com-
ptroller of the Treasury includes $25, 000 to modernize the equipment
of the central payroll division, and $117, 776 for the new data pro-
cessing division in the State Office Building in Baltimore, which last
October began the consolidation of all punch card equipment, other
than key punches, into one central location.

Of the net increased allotment of $489, 501 to the Department of
Correction, $393, 805 is earmarked for the Patuxent Institution, through
which Maryland has pioneered in the treatment and care of defective
delinquents. The new diagnostic center is expected to open about
