covered from the recession, the emphasis in the Department has
shifted to the Department's Employment Service function. One of
the principal objectives of the Department of Employment Security
is to achieve a stable employment of the labor force of the State-
to serve the employment needs of all segments of our working popu-
lation. Efforts to find the right job for the worker and the right
worker for the job continued even at the bottom of the recession.
This remains a main task of the agency as long as employers and
workers find a common interest in the exchange of skill and toil for
wages. To the skilled and unskilled, the technician and the service
worker, to employer and employee alike, the Department of Employ-
ment Security offers an excellent placement service, carefully match-
ing job and worker through modern personnel techniques of voca-
tional counseling, occupational testing and job analysis. The Em-
ployment Security Program in Maryland, as elsewhere in the coun-
try, has demonstrated its worth both in periods of emergency and in
normal times. Undoubtedly the program is here to stay. Indeed, any,
substantial change in its nature in the future in all probability will
be in the direction of expanded service.
This building we are dedicating here today will enable the De-
partment to improve its service to Baltimore and the State of Mary-
land. To the man faced with the often grim task of finding work,
the impression he receives of the efficiency and the adequacy of the
staff of the public Employment Service is in itself a factor in his
whole approach to job-hunting. And certainly, to perform at its best,
rendering full value to that segment of the community which seeks
jobs and job applicants, a public employment service must be housed
in quarters which are efficient and attractive. Here we have a build-
ing designed specifically to meet the requirements of Employment
Security operations. There are improved facilities for aptitude test-
ing, performance testing, employment counseling and referral of
workers to available work in the community. We have better facil-
ities for the payment of unemployment insurance claims, and this
means that the Department's pace in making these payments can be
accelerated. Adequate provisions have been made for future growth
-for the installation of electronic devices and other equipment as
the need arises.
The Department of Employment Security has but one objective:
service to the citizens of the city of Baltimore and the State of Mary-
land. It is with great pride, therefore, that we dedicate this new
building to that high purpose—to the service of the people.
