Mr. Austin submitted the following amendment:
Section 4. Strike out all after the word "be," in 2d line,
and insert, " elected by the qualified voters of the State on
the Tuesday next after the first Monday in the month of
November, 1867, and on the same day in every fourth year
thereafter, who shall hold his office for the term of four
years from the 1st Monday in January ensuing his election."
Pending the consideration of which,
