Mr. Gill submitted the following amendment:
Add at end of Section 1. Provided, that the General As-
sembly shall give to the City of Baltimore, if not inconsist-
ent with the efficient promotion of education throughout the
State, a separate and independent system of public schools ;
Pending the consideration of which,
Mr. C. S. Parran submitted the following amendment :
Strike out all after the word "schools," in the 4th line,
and insert " the General Assembly shall levy at each regu-
lar session thereof after the adoption of this Constitution, an
annual tax of not tess than — cents on each one hundred
dollars of taxable property throughout the State for the sup-
port of the Free Public Schools, which tax shall be collected
at the same time, and by the same agents, as the general
State levy; and shall be paid into the Treasury of the State,
and shall be distributed under such regulations as may be
prescribed by law among the counties and the City of Balti-
mor'e, in proportion to their respective population, between
the ages of five and twenty years ;"
