In line 8 strike out '' consider," and insert " reconsider,"
Which was adopted.
Mr. Lee submitted the following amendment:
17 Sec. amendment. To strike out from the beginning of
the section to include the word "departments" in the 3rd
line.
Which was rejected.
On motion of Mr. Lee,
The vote by which the amendment submitted by Mr.
Stoddert was adopted, was reconsidered.
The question then recurring upon the adoption of the
amendment,
Mr. Wickes submitted the following amendment to the
amendment:
Strike out the words " three-fifths " wherever they occur,
and insert the words " a majority."
Pending the .consideration of which,
Mr. Kennedy moved the previous question.
The question then being,
" Shall the main question be now put ?"
It was decided in the affirmative.
The question then recurring upon the amendment submit-
ted by Mr. Wickes,
