Mr. Starr moved that all further proceedings under the
call be dispensed with ;
Decided in the negative.
On motion of Mr. Carter,
The Sergeant-at-Arms was ordered to notify the absent
members now in the city, to give their attendance, and to
bring them before the bar of the House.
After an absence of some time, the Sergeant-at-Arms re-
turned and reported that he had brought before the bar of the
House all the absent members now in the city.
On motion of Mr. Silver,
All further proceedings under the call were dispensed with.
The question then recurring upon the amendment submit-
ted by Mr. Page.
Mr. Carter submitted the following amendment:
Sec. 3. The State shall be divided into three districts: St.
Mary's, Charles, Calvert, Prince George's, Anne Arundel,
Montgomery and Howard counties, and the city of Baltimore
to be the 1st; the eight counties of the Eastern Shore, to be
the 2d; Baltimore, Harford, Carroll, Frederick, Washington
and Allegany counties, to be the 3d.
The Governor shall be taken from the 1st District, at the
first election of Governor under this Constitution; from the
second district, at the second election, and from the 3d dis-
trict at the third election, and in like manner afterwards,
from each district in regular succession ;
Which was rejected.
