Which was read the first time, ordered to be printed, and
made the order of the day for Friday next, 31st inst., at 2
o'clock, P. M.
Mr. Denson, by unanimous consent, submitted the follow-
ing order:
Ordered, That had Isaac M. Denson been present when
the vote was taken, on yesterday, on the 15th Article of the
Bill of Rights, he would have voted for said Article as it
came from the Committee ;
Which was adopted.
Mr. Barnes, by unanimous consent, submitted the follow-
ing order :
Ordered, That had John H. Barnes, who was absent on
business of the Convention, been present on yesterday, he
would have voted against the several propositions allowing a
poll tax ;
Which was adopted.
The Convention then resumed the consideration of the
order of the day,
Being the Report of the Committee upon the Declaration
of Rights.
Pending the consideration of the 16th Article of the Report.
Mr. Stoddert submitted the following amendment as a sub-
stitute for 16th Article :
Article 16. The patronage and expenses of the govern-
ment of the State have increased, are increasing, and ought
to be diminished, and a wise economy established and enforced
in every branch of the public service by the several depart-
ments of the government ;
Which was rejected.
The Convention then proceeded to the consideration of the
17th Article;
Pending which,
Mr. Jones submitted the following amendment:
Add at last of 17th Article, "nor any retrospective oath or
restriction be imposed or required;
