Monday 26th. April 1790
The Council met.

In Council April 26. 1790
Philip Shank of Frederick County by his Petition sets forth that he in the year 1777
was classed with the Militia of Frederick County, that he was always ready and willing to
contribute every thing in his power in support of the American cause but could not consistent
with his principles and the dictates of his conscience render personal Service he being one
of the people called Dunkards, and if he had been ever so desirous of rendering service he
was totally disabled by being continually afflicted by Rhumatic pains which frequently put
it out of his power even to earn the necessary subsistance for his family, and that he was
lead to believe he was relieved therefrom by his Class's furnishing a Substitute for which
he was charged and paid fifty shillings for his proportion (which appears by a receipt from
under the hands of the Captain of the Company in which he was classed) That he [p. 167]
is called upon by Thomas Beatty late Sheriff of the County aforesaid to pay thirty three
pounds specie on the said Account, That he is a very poor man with a family consisting of a
wife and eight small Children to provide for by his own labour, his property amounting to
only £35 as will appear by his certificate of Assessment. The Board in consideration of the
above relation and of the Petitioners poverty and large family, do direct that the said Militia
fine be remitted.

Arthur Emory appointed a Commissioner of the Tax for Queen Anns County in the
room of Richard Tilghman Earle deceased.
The Council adjourned 'till tomorrow morning.
