Friday 2Oth. March 1789

The Council met.

Present His Excellency John Eager Howard Esquire

The Honorable James Brice

John Davidson

Josias Carvel Hall

John Kilty Esquires

[p. 48] Ordered that the western shore Treasurer pay to Benjamin Mackall Esqr. Fifty
pounds Current Money for One Quarter's Salary as one of the Judges of the Court of Appeals
due the 1st. February last.

In Council March 2Oth. 1789

Richard Harwood Esquire Collector of taxes for Ann Arundel County having prayed
the indulgence, which by An Act of Assembly passed at the last Session entitled "An Act to
empower the Governor and Council to compound with the discoverers of british property and
for other purposes" this Board is authorized to grant on certain Conditions, which Conditions
the said Richard Harwood has complied with, and the Board being of Opinion that he has
used his best endeavors to discharge the balance he owes the State. Resolved that all Proceed-
ings at Law against the said Richard Harwood or his Securities for the balance due from
him to the State for the taxes in Ann Arundel County aforesaid for the years 1784 and 1785
be Suspended for three Months from the Seventh instant.

In Council March 20. 1789

William McLaughlin Esqr. Collector of taxes for Baltimore County, having prayed the
indulgence which by An Act of Assembly passed at their last Session entitled "An Act to
empower the Governor and Council to compound with the discoverers of british property and
for other purposes" this Board is authorized to grant on certain Conditions, which Conditions
the said William McLaughlin has complied with, and the Board being of Opinion that he
has used his best endeavors to discharge the balance he owes the State—Resolved that no
Execution issue against the said William McLaughlin or his Securities for the recovery of
the balance due from him to the State for the taxes in Baltimore County aforesaid for the
year 1785 and 1786 for three Months from the Sixth Instant.

The Council adjourned 'till 4 o'clock.
