The Council met.

In Council November 30th. 1789
John Wall of Baltimore County by his Petition sets forth that he entered into a
Recognizance in the Sum of twenty pounds Current Money for the appearance of Nathaniel
Micks at the August term of the Court of Oyer and Terminer for the said County to
answer a Presentment and Indictment for receiving stolen goods, that the said Micks has
since absconded, by which the Petitioner's Recognizance has become forfeited, that he has
expended a considerable Sum of Money in pursuit of the Said Micks without effect, and
therefore prays a Remission of the forfeiture—the Petition is accompanied by a Court tran-
script certifying the proceeding—and by a Recommendation from three Justices of the afore-
said Court who certify their belief in the facts set forth. It is moreover represented that he
Supports an aged Father and Mother, and that he has lost a debt due to him by Micks from
his flight, All which being considered, it is ordered that of the above forfeiture of twenty
pounds nineteen pounds be remitted.

Randolph Brandt Latimer Esquire a Member of the Council appeared, and qualified
before Allen Quynn Esquire one of the Justices of the Peace for Ann Arundel County, by
taking the several Oaths [p. 121] required by the Constitution and Form of Gov-
ernment, and Laws of this State, and by making and subscribing a Declaration of his
belief in the Christian Religion, and also taking the Oath to support the Constitution of the
United States, Certificate hereof filed.
The Council adjourned 'till tomorrow morning.
