The Council adjourned 'till 4 o'clock.

4 o'clock P. M.

The Council met.

Present the Honorable James Brice

Ordered that the Proclamation of the President of the United States appointing the
26th. of the present Month for a Day of general prayer and thanksgiving throughout these
States, be published in the Annapolis and Baltimore papers:

Ordered that the western shore Treasurer pay to Colo. Uriah Forrest Sixty Seven
pounds, ten shillings for six Months half pay due him the 1st. instant:

[p. 114] Ordered that the western Shore Treasurer pay to Colo. William Richardson
Ninety pounds, eight Shillings and three pence for his Commissions as Agent, and also the
further Sum of two pounds, five Shillings for the use of William Barrow Surveyor of
Dorchester County per Accounts produced and approved.

That the Said Treasurer pay to Capt. Robert Denny Thirty one pounds five Shillings
for one Quarter's Salary as deputy Auditor due him the 1st. Instant.

So End the Proceedings.

[p. 115] The General Assembly of Maryland on Monday the sixteenth Day of November
seventeen hundred and eighty nine having unanimously rechosen John Eager Howard Esquire
Governor for the ensuing year, his Excellency attended in the Senate room and qualified in
presence of the Members of the General Assembly by taking the several Oaths required by
the Constitution and Form of Government and the Laws of this State and by subscribing a
Declaration of his belief in the Christian Religion.

On Tuesday following and seventeenth day of the same Month, the General Assembly
proceeded to the choice of the Council to the Governor, when John Kilty, James Brice, John
Davidson, William Hindman and Randolph Brandt Latimer Esquires were elected.

Wednesday 18th. November 1789

His Excellency John Eager Howard Esquire attended.

John Kilty

John Davidson and

William Hindman Esquires appeared in the Council room, and

qualified before Alien Quynn Esquire one of the Justices of the Peace for Ann Arundel
County, by taking the Several Oaths required by the Constitution and Form of Government
