Monday 29th. June 1789

The Council met.

Present the Hon'ble. James Brice

In Council June 29th. 1789

Whereas John Manning of St. Mary's County was on a Presentment in the County
Court for said County, held in June seventeen hundred and eighty eight, fined six pounds
Current money of Maryland for retailing Spiritous liquors without Licence, And the said
John Manning by his Petition to the Board represents that he purchased in the Winter [of]
seventeen hundred and eighty eight not exceeding one hogshead of Spanish Brandy with an
intention to carry the same, in the Spring following, to the Fishery and exchange it for Fish,
that finding [p. 87] the quantity more than he could pay for he agreed to dispose
of twenty Gallons to a certain Athanasius Ford, but the Winter setting in so very severe
that Mr. Ford could not take it all away at once, he sent for it occasionally in small quantities
under ten Gallons, by means of which, the above fine was imposed on him, that he had not
the least intention of violating the Laws, is very poor, and has a large family of Children,
and three of the Justices of the said County certifying their belief of the facts stated in his
Petition, and recommending him to the Consideration and Mercy of Government, The
Board do in consideration of all the Circumstances of his Case, direct that the fine of six
pounds be remitted.

The Council adjourned 'till tomorrow morning.

Tuesday 30TH. June 1789

The Council met.
Present as on Yesterday.

In Council June 30th. 1789

Joshua Townsend Esqr. Collector of Taxes in Worcester County, having complied with
the Condition required to entitle him to an extension of the indulgence granted to him the
12th. of March last, Ordered that no execution issue against the said Joshua Townsend or
his Securities for the Ballance due from him to the State for taxes as aforesaid until the
twelth Day of September next.

By order

T. Johnson, Jr., Sec'y.

Ordered that no Execution issue against William McLaughlin Collector of taxes in
Baltimore County or his Securities for the Ballance due from him to the State as Collector
aforesaid until the first Day of August next.
