[p. 250] Annapolis Maryland July 23d. 1793

In Council

Edmund Thornton having produced to this Board his Commission as Vice-Consul from
his Britannic Majesty for this State, together with an Exequator [sic] or Recognition of his
said quality under the hand of the President of the United States. Ordered that the said
Recognition be published for the information and government of the people of this State.

To all whom it may concern

Edward Thornton Esquire having produced to me his Commission as Vice-Consul from
his Britannic Majesty for the State of Maryland, I do hereby recognize him as such, and
declare him free to exercise within the said State of Maryland, such functions and powers as
may be given or permitted by the laws of the land to the Consuls of Nations. [B]etween
him and the United States no treaty or convention exists for permitting specific powers
[p. 251] and functions to be executed by their Consuls reciprocally.

In Testimony whereof I have caused these Letters to be made Patent
and the Seal of the United States to be hereunto affixed.

Given under my hand at the City of Philadelphia the twelfth Day
of July in the year of our Lord one thousand seven hundred and ninety
three, and of the Independence of the United States of America the
eighteenth.

Present as on yesterday.

Ordered that the western shore Treasurer pay to Matthias Bartgis, Twelve pounds, twelve
shillings and six pence due him per Account passed by the Auditor

The Council met.

Present as on Wednesday.

Ordered that the western shore Treasurer pay to John Wilmot nine pounds, eight
shillings, and Two pence due him per Account passed by the Auditor.

John Smoot of Dorchester County is hereby appointed on the part of this State to
ascertain in conjunction with a person to be named by Richard Waters of the said County, the
quantity of the land purchased by the said Waters on Nanticoke Manor, which is clear of
dispute, for which quantity when ascertained the said Waters is to pay in the same manner as
