In Council February 9th. 1792

Michael Shreagley of Baltimore town by his Petition to the Board sets forth that he
had kept a public Ordinary on Fells Point many years and had regularly procured licence as
directed by Law until the fourth Monday in August last, when from the Alteration of the
times of holding the Court, of which he was unacquainted 'till after it was adjourned, he
conceived that he might still continue to sell liquors until the next meeting of the Court
without incurring any penalty therefor, but he found himself mistaken, for at the January
Court of Oyer and Terminer for the County aforesaid he was twice presented for selling
liquors without licence [p. 40] and fined as appears by a transcript of the Proceedings
under the hand and seal of the Clerk of the said Court Six hundred pounds of Tobacco and
thirty shillings Current Money on each Presentment. The Petitioner represents that he is a
Native of Germany, an old illeterate [sic] and very poor, and declares that he had no view of
defrauding the public or opposing it's Laws—and four of the Justices of the Court having
certified that the Petitioner is in very low Circumstances and unable to pay the fines imposed
without ruin to himself and Children, and recommended him as a person worthy of Compas-
sion. The Board do hereby order and direct that the said two fines of six hundred pounds
of Tobacco and thirty shillings each, be remitted on his paying the Costs arising on the said
Presentments.

Ordered that the western shore Treasurer pay to Colo. Uriah Forrest Thirty three
pounds, fifteen shillings for three Months half pay due the ist instant and also the further
Sum of Twelve pounds ten shillings [p. 41] for one Months salary as a member
of the Council due the ist instant.

His Excellency George Plater Esquire having departed this life on Friday the 10th
instant, the Honorable James Brice Esquire President of the Council qualified as Governor,
before Nicholas Carroll Esq'r. one of the Associate Justices for Ann Arundel County, in the
