The Council adjourned 'till tomorrow morning.

[p. 221] Thursday 30th. September 1790

The Council met.

Present as on Yesterday.

Major Benjamin Brookes is appointed, under the Act of last Session entitled "An Act
respecting the Debtors and creditors of this State under the Act to establish funds for the pay-
ment of the State Debt within six years, and for the punctual payment of the Annual interest
thereon," an Agent to attend the Sales of property taken in execution at the instance of the
State, in Prince Georges County.

The Council adjourned 'till tomorrow morning.

Friday 1st. October 1790

The Council met.

Ordered that the western shore Treasurer pay to Mrs. Mary Hilleary widow of the late
Lieut. Rignal Hilleary fifteen pounds for three Months half pay due her the 1st. May last.

In Council October 1st. 1790

Joseph West Plummer and Moses Plummer both of Frederick County by their Petition
set forth that they were recognized in the sum of fifty pounds current Money each for his the
said Joseph West Plummer's appearance at Frederick County August Court last, and to keep
the Peace, especially towards a certain Peter Shriner, that the said Joseph West Plummer did
appear at the said Court and attended there two Days, that having a Child very ill at home, and
having the leave of some of the Justices of the Court, he returned home, that during the two
Days he attended the aforesaid Peter Shriner did not appear, Nor has he since requested a
continuance of the Recognizance, that after his Return home his recognizance was called and
forfeited, that execution issued thereon and that the said Joseph West Plummer is now in close
Confinement for the same, that he has a wife and eight Children, [p. 222] the eldest
not quite fourteen years of Age, that he is in very needy circumstances. It is certified by the
Clerk of the County that the said Peter Shriner was sworn to the grandy Jury at said term but
no Presentment was returned by them to the Court against the said Joseph West Plummer
and it is certified by Baker Johnson Esquire that he very well remembers that the said Joseph
West Plummer did attend the Court, and that he believes the several facts as stated by the
Petitioners to be true—the Petition being signed by three of the Justices of the said County and
a recommendation from them, The Board do direct that the said forfeited Recognizances be
remitted upon the Costs being paid.
