Saturday 4th. September 1790.

The Council met.

In Council September 4. 1790

Sarah Quay and Frances Savage by their Petition set forth, that they were recognized in
the sum of ten pounds each, for their appearance, as Witnesses, at Baltimore County Court of
Oyer and terminer and goal delivery at August last, on behalf of this State, against a certain
Jane Scott, that they attended at the Court house in Baltimore during the setting of the Court,
but did not make application to the Attorney General to be sent to the Grand Jury, not knowing
this was necessary, that they never heard their names called at any time during the Court, that
if they were called it must have been early in the Morning before they came to Court, and that
they did attend the Court, and were ignorant of the manner how to proceed; they therefore pray
a Remission of the said fines, and three of the Justices of the Court having recommended the
Petitioners to the clemency of Government, The Board in Consideration of all the Circum-
stances do order and direct that the said fines be remitted on their paying all the Costs arising
on the said forfeitures.
