90 Journal of the State Council, 1784-1789.

In Council 27th. March 1786

Asa Hill of Baltimore Town, by his Petition to this Board sets
forth that at a Criminal Court holden for Baltimore County, he
entered into a Recognizance in the sum of Ten pounds for the appear-
ance of a certain Solomon Wilson Townshend (ordinarily residing
in Philadelphia) to answer a Presentment against him for Gambling.
That the said Townshend has since eloped from his Temporary resi-
dence in Baltimore Town, and has been pursued by the Petitioner as
far as Richmond in Virginia, without success, and in consequence
of the Non-appearance of the said Townshend the Petitioner's recog-
nizance was at September Term 1785 declared forfeited. The Peti-
tion of the said Asa Hill being accompanied with a state of his Case
by the Court of Baltimore County and six of the Justices of the said
County having recommended the Petitioner as an Object of Clem-
ency, the Board in consideration of the said Recommendation, and
having regard to the Expenses incurred by the Petitioner in his
pursuit of the said Townshend, do order and direct that the said
Sum of Ten pounds forfeited as aforesaid be remitted.

In Council 27th. March 1786

A Petition from Delilah Lusby was laid before the Board, setting
forth that she was fined at Anne Arundel County Court in November
last by the Justices of said Court Six pounds Current Money on five
several Presentments each, for selling five Quarts of Cyder to a
certain Reuben McDaniel at different Times; that the Cyder was
retailed to the said Reuben McDaniel when she was not present by
her Niece who was ignorant of the Law, that the Payment of the
said fines would greatly distress her, and praying a Remission thereof.
The Board taking the same into Consideration, and having regard
to the indigent Circumstances of the Petitioner and three of the
Justices of the said Court having subscribed the Petition [p 111 ]
and recommended a Remission of the said fines in the whole or in
part, are of Opinion that part of the said fines be remitted and do
accordingly remit twenty eight pounds of the fines aforesaid.
