Journal of the State Council, 1784-1789. 79

[p 96] The Council proceeded to the Appointment of Magis-
trates, and on Motion Resolved That if it appeared to the Board
that there were more Magistrates in any County than necessary, they
would reduce the Number, and in such Manner as to have not more
than One in each Hundred, unless very large, and in such Case not
more than two; and three or more in Town or near the Court House,
and where there were two in a Hundred of equal Integrity, Ability
and Attachment to the Government, and equally convenient the
Senior Magistrate to be preferred.

Commissions issued to Joseph Gilpin, John Leach Knight, Stephen
Hyland, John Dockery Thompson, Samuel Glenn, Samuel Miller,
Elihu Hall of Elisha, Sidney George, James Louttit, Nathan Norton,
Jeremiah Baker, Thomas Russell, Nathaniel Ramsey, Michael Wal-
lace, and Richard Bond appointed Justices of Caecil County.

Joseph Gilpin, John Dockery Thompson, Jeremiah Baker, Thomas
Russell and Nathaniel Ramsey appointed Justices of the Orphans
Court of Gecil County.

The Council adjourned 'till tomorrow morning 10 o'clock.

Present as on Yesterday.

The Council adjourned till tomorrow morning 10 o'clock.

Friday 17th. February 1786

The Council met.

son junior appointed Justices of Caroline County.
