In Council May 15th. 1788

George Cassle of Frederick County by his Petition to the Board
sets forth that he stands liable to the payment of twenty five pounds,
sixteen shillings and three pence, being a fine inflicted on him for a
failure of Militia Duty, that when first called on, he was chearfully
preparing to march, but was prevented by the distressed Situation
of his family, and procured a Substitute for whom he paid fourteen
pounds, that when he was the second time required to serve, he had
sold his property and was about to move to North Carolina, where
a friend had procured him a spot of Land, that in [p 314]
Carolina he joined in furnishing a Substitute for the service and was
otherwise active in the American cause, being often actually employed
against the Tories, the consequence of which was, that he was ruined
in his circumstances, that after this, returning to Maryland he found
himself liable to the fine before mentioned, and from the payment
of which he prays to be released. The Petitioner states that he has a
wife and seven small Children to support by his labour, and that he
is poss[ess]ed of only personal property valued at about Thirty
pounds. The Petition is accompanied by Certificates from the Officers,
who received the substitutes, of the Petitioner's having furnished
them agreeably to his representation, and the Circumstances which
prevented his marching personally on the first call are also explained
and attested. On due Consideration of all which Circumstances, the
