The Honorable John Kilty Esqr. attended.

The Council met.

Present His Excellency William Smallwood Esquire.

In Council 12th. May 1786

Honore Martin a French Merchant residing in Montgomery County
by his Petition sets forth that at March Court 1786 for the County
aforesaid, he was fined on three several Presentments in the Sum
of Six pounds each, for retailing Spiritous Liquors, contrary to Act
of Assembly, That the Offence was occasioned by his ignorance of
the language and Laws of this Country and that immediately on
discovering his Error he complied with the Law by procuring
Licence. The Board being induced (from a Recommendation in
favour of the Petitioner by three Justices of the said County, as well
as a State of the Case from the Court) to believe that the facts stated
in the Petition are true do order and direct that the said fines amount-
ing to Eighteen pounds, be and they hereby are remitted.
