502 Appendix.

Whereby any new Regulations Modes of Collection or other Inno-
vations Sh.d or might be Established or Introduced touching the

Same Licences or any of them or touching all or any the Dutys

Fines Penaltys or Forfeitures arising or to arise thereby without a
Provision to be incerted such Bill whereby the Operation Force Va-
lidity and Effect of every such Bill and every Clause Article matter
and thing to be therein incerted sh.d be Suspended and remain In
Effectual for the Space of Eighteen Months to be Computed from
the day of your Assent to such Bill or untill such time as our Will
and Pleasure sh.d be signified to you therein

And Whereas It appears to us by the Address and Represent.n of
our Upper House of Assembly to you dated 27.th May 1766, and
the Report of their Committee of the same date transmitted by you
to us That they are of Opinion we are not Entitled to the Ordinary
Licences by virtue of our Prerogative and are apprehensive If we
sh.d Insist upon our Claim thereto it will very much tend to the
obstruction of Publick business and be Productive of very general
Dissatisfaction

We therefore Relying upon the Wisdom of you our said Lieut.t
Governor and of our Upper House of Assembly and your Firmness
and Steadiness at all times in the Support of our just rights without
being Deterred or Influenced by any motives whatsoever from hold-
ing the conduct which becomes your Station In compliance with the
Representation of our said Upper House and in full Confidence and
persuasion of your Joint Zeal and Attachment for our Service and
for the removing every obstruction in our power to the Publick
business and Promoting the General Satisfaction of our said Prov-
ince Have Revoked and Annulled as by these Presents We do Re-
voke and Annull our said Instruction of 7.th Feb.ry 1765, and
everything therein contained Willing you our said Lieu.t Gov-
ernor so to Demean yourself in the several matters therein men-
tioned as to you in your Discretion shall seem fitting in that
behalf Anything in our said Instruction contained to the contrary
in any wise notwithstanding

In Testimony whereof We have to these Presents Subscribed our
Title of Honor and Affixed our Lesser Seal at Arms this Sixth day
of August in the 15.th year of our Dominion and in the Year of our
Lord One thousand seven hundred and Sixty Six
