INSTRUCTIONS OF FREDERICK, LORD BALTIMORE,
TO GOVERNOR HORATIO SHARPE IN REGARD
TO ORDINARY LICENSES, 1766
[THE LORD PROPRIETARY HAD ISSUED INSTRUCTIONS,
DATED FEBRUARY 7, 1765, DIRECTING GOVERNOR SHARPE
TO REFUSE HIS ASSENT TO ANY ASSEMBLY BILL WHICH
INVADED WHAT HE CALLED HIS SOLE RIGHT TO GRANT
ALL LICENSES AND TO ALL FEES, FINES, PENALTIES, AND
FORFEITURES DERIVED IN CONNECTION THEREWITH, UN-
LESS AN EIGHTEEN-MONTHS' SUSPENDING CLAUSE WERE
INSERTED IN THE ACT. THESE ARE LATER INSTRUCTIONS,
DATED AUGUST 15, 1766, TO REVOKE THOSE OF FEBRUARY
7, 1765, IN WHICH THE PROPRIETARY DECLARES THAT THE
ADDRESS OF THE UPPER HOUSE TO HIM, DATED MAY 27,
1766, HAVING GIVEN ITS OPINION THAT HE WAS NOT
ENTITLED, UNDER HIS PREROGATORY, TO SUCH LICENSES,
HE NOW REVOKES HIS FORMER INSTRUCTIONS AND DIRECTS
THAT THE UPPER HOUSE PROCEED IN THIS MATTER AS IN

Our Lieut.t Governor and Commander in Chief in and over our
Province of Maryland aforesaid
Whereas we Did by our Instruction bearing date the Seventh day
of Feb.ry in the Fourteenth year of our Dominion and in the Year of
our Lord One thousand Seven hundred and Sixty Five Enjoyn and
Require you not to Signify your Assent to any Bill to be sent you
from both or either of the Houses of Assembly of our said Province
whereby Our sole Right and Priviledge of Granting Ordinary Li-
cences or any other Licences whatsoever within our said Province
in such manner as we sh.d think fitting sh.d or might be in any wise
Invaded Impeached or otherwise drawn into Question or whereby
any Appropriation Appointment or Disposition sh.d or might be made
of the Dutys Fines Penaltys and Forfeitures arising or to arise from
such Ordinary Licences or other Licences whatsoever at any time
theretofore Granted or thereafter to be Granted within our said
Province otherwise than to our proper use and benefit or to or for
such Uses Intents and purposes to which we sh.d have Signified to
you or our said Assembly our previous Assent and pleasure or
