Read the second time the Bill Entituled An Act for the Relief
of certain Languishing Prisoners in the several Goals therein men-
tioned and will Pass, leaving out the Names of John Duncastle of
Charles, and Mayberry Helms Jun.r of Baltimore County Sent by
Daniel Dulany Esq..r

Benedict Calvert Esq..r is sent with the following Message together
with the Bill Entituled An Act for the Payment of the Public
Claims for emitting Bills of Credit, and for other purposes therein
mentioned
By the Upper House of Assembly 2.d December 1766.
Gentlemen

We have returned the Bill Entituled "An Act for the Payment
of the Public Claims, for emitting Bills of Credit and for other
purposes therein mentioned" which we flatter ourselves will be so
framed as that we may give our Assent to it.
The Duty required of the Commissioners seems to exceed the
Duration of their Power, when they are directed not only to receive
the stamps and Flowers into their Possession but to Safely keep
them in their Office; It appears to be very proper, that in the Exe-
cution of so important a Trust there should be two Commissioners
present at the Delivery of Bills of Credit, but in Case of the Inability
of one of them, by Sickness or other reasonable cause to attend,
some Provision we think is requisite in Order to prevent a Total
Stop to the Business The Services in recording Bonds and orders
and in the safe Custody of them ought to be paid for, and if by the
Commissioners it seems to be proper to extend the Provision made
for some other Articles of Expence

If you should think that a Short recital of the Substance of the
Agreement between the two Houses, in Consequence of the Con-
ferrence which took place this Session, in respect of the Claims of
the late and present Clerk of the Council would not be so proper as
One more full and Particular, we make no doubt but you will readily

agree, that all our Propositions offered at the above Conference
ought to be set out, and that great Care ought to be taken to prevent
any Inferrence from the Recital, that either House has held a Con-
duct different from the fact We have always dissented to the Journal
of Accounts, because the usual Allowance was not made therein to
