manner, as his Majesty in Council, on the proposed Appeal shall
be pleased to order or direct.
But if neither of the above Propositions should be accepted,
you are further to propose, that the Claims of the late and present
Clerk of the Council, as well as the other Public Creditors in the

Journal of Accounts, and on the List of Debts, be paid to the
present time, and that for the future, no Claim upon the Public, of a
Salary be allowed to the Clerk of the Council, for the Services he
shall hereafter perform, but that, in lieu of a Salary, from the
Public, the Restrictions in the Article of his Fees established by
the present Laws, in private matters be taken off, and the future
Regulations of such Fees be referred to the Governor and Council,
in order that, by such Regulation, a Suitable Support may be
provided for the Clerk, and a Recompense allowed to him, upon
withdrawing of his Salary.

Finally, you are to inform the Conferrees of the Lower House
that we shall chearfully Concur with them in an Emission of Bills
of Credit, upon such a Foundation as may be sufficient to support
their Credit, and upon such Terms, and under such Regulations as
may not be repugnant to any Act of Parliament.
