A BILL, 1765, TO PERMIT THE REMOVAL TO OTHER
WAREHOUSES OF INSPECTED TOBACCO
AWAITING EXPORT

[DRAFT OF A BILL INTRODUCED IN THE LOWER HOUSE
AT THE NOVEMBER-DECEMBER, 1765, SESSION, TO ALLOW
THE OWNERS OF TOBACCO, WHICH HAD BEEN INSPECTED
AND STORED IN ACCREDITED WAREHOUSES, TO REMOVE IT
TO OTHER WAREHOUSES WHICH WERE MORE CONVENIENT
FOR LOADING IT ON VESSELS FOR EXPORT. THE LOWER
HOUSE, WITHOUT TAKING FURTHER LEGISLATIVE ACTION
UPON IT, ORDERED THAT THE BILL BE PRINTED AND RE-
FERRED FOR THE CONSIDERATION OF THE NEXT ASSEMBLY.
THE BILL WAS EVIDENTLY A TRIAL BALLOON SENT UP FOR
THE PURPOSE OF LEARNING THE REACTION OF THE PUBLIC
TO IT. As NO BILL OF THIS KIND BECAME A LAW AT THE
1766 SESSIONS, EITHER THERE WAS NO PUBLIC DEMAND FOR
IT, OR IT MET WITH OPPOSITION IN THE UPPER HOUSE.
IT WAS ISSUED FROM THE PRESS OF JONAS GREEN IN 1766
AS A PAMPHLET OF SIX PAGES WITH ITS OWN PAGINATION,
BUT WAS DISTRIBUTED STITCHED IN WITH THE PRINTED
