solely on his Will and Pleasure for a Support, and whose ultimate
Object it is to figure in his Eyes, though at the Expence of his
Honour and substantial Interest, of such they ought to be jealous,
and never to support Measures which are rather the Dictates of low
Intrigue, for selfish Purposes, than the Suggestions of a Spirit,
warmed by a sincere Desire of promoting the general Interest.
Their Honours are very fond of imputing the Measures of the
Lower House to a small factious Cabal, and are pleased to intimate,
that the Majority are directed by a Sett of discontented evil-minded
Men. I shall very readily allow, that there are discontented Men in
that House, but must deny that the Number is small, either in the
House or out of it, for which, very good Reasons, I presume, have

appeared in the Course of my Remarks, as well as why their Honours
are not comprehended in the Number. But as to their being evil-
minded, this should be left to the Public; and if their Honours had
but given themselves one Moment's Time to reflect by what Kind of
Minds the Majority of their House hath been directed, in their late
Proceedings, they must have blushed at and expunged the Passage,
when they considered with how much greater Force it might be
retorted upon themselves. Upon the Whole, if, as has been suggested
on the one Side, our Divisions have been excited by an evil-minded
discontented Faction, or, according to the Allegations of the other
Party, they have been owing to the oppressive Measures of our
Proprietors or their Agents, it must be the Wish of every well-dis-
posed Mind, that some Stop may be put to our Feuds and Animosi-
ties, from whatever Root they may spring. — To His Majesty there-
fore let the Proprietor and People resort, and lay their Cause fairly
before Him. The Wisdom and Equity of His Royal Decisions will
at least palliate our Sufferings, though perhaps Time, and a more
happy Concurrence of Circumstances, may be requisite to effectuate
the compleat and radical Cure every Friend of Maryland so fervently
and devoutly prays for.
