By the Committee appointed to draw up proper Instructions to be
transmitted by the Speaker to Charles Garth Esq.r with a Copy of
the Address to his Maty and the Memorial and Petition to the Lords
and Commons in Parliament and to advise him of the Concurrence
of this House with the proceedings of the Congress at New York
Your Committee beg Leave to report the following to be signed
by the Speaker and transmitted by him to Charles Garth Esq.r
Sir
By the Command of the House of Delegates of Maryland I am to
inform you that Mess.rs Murdock Tilghman and Ringgold who were
appointed by them a Committee to join Committees from the Houses
of Representatives of the other British Colonies on the Continent
of America at New York to consult together on the present Cir-
cumstances of the Colonies and the Difficulties to which they are
and must be reduced by the Operation of the late Acts of Parliament
for levying Duties and Taxes on the Colonies and to consider of a
general and united dutiful loyal and humble Representation of their
Condition to his Majesty and the Parliament and to implore Relief
having laid the Proceedings of that Congress as well as a Copy of
their Letter to you before the House of Delegates the Conduct of
those Gentlemen hath been unanimously approved and the House
are well pleased with their Choice of Mr Garth from whose Attach-
ment to the General Interests of America (intimately connected
with those of the Mother Country) and the common Rights of
Fellow Subjects they hope the most happy Issue to your generous
Efforts
I am Ordered also to transmit to you Copies of the Address to
his Majesty the Memorial to the Lords and the Petition to the
Commons in Parliament which were formed and agreed to at the
Congress at New York the Originals of which were sent you by
those Gentlemen and further to say to you that in a Matter of the
last Importance to such Members of his Majestys loyal and Affection-
ate Subjects it is not doubted but many Arguments will occur to
yourself and the learned Counsel who may be retained to plead the
Cause of Millions But as Americans have employed their Thoughts
on the Subject of their present Distresses I am Ordered to transmit
to you a Copy of the Declarations of the Opinions of the Congress
respecting the most essential Rights and Liberties of the Colonists
and of the Grievances under which they labour by Reason of several
late Acts of Parliament A Piece Entitled Considerations on the
Propriety of imposing Taxes in the British Colonies for the pur-
poses of raising a Revenue by Act of Parliament and a Memorial
of the Merchants of the City of New York to the Hon.ble the House
of Commons together with a printed Translation of the Charter of
this Province w.ch you'll receive herewith and from whence probably
some Useful Hints may be collected
