The following Message Viz
By the Lower House of Assembly Nov.r 28 1765
May it please Yr Hon.rs
This House have considered the Amendment proposed by yr
Hon.rs to the Bill Entitled An Act for the Benefit of the poor &
Encouragem.t of Industry & as we understand the Force of that
Amendm.t it extends to apply the Bounties raised in any parlar
County to Linens Manufactur'd in any part of the Province w.ch
we aprhend wo.d not properly encourage Manufacturers of Linen
in every County but that the Inhitants of parlar Counties who are
already considerably Skilled in that Manufacture might get all the
Bounties in the Province which would tend to discourage Others
from Attempting it We therefore cannot agree to Y.r Honours
Amendm.t so extensively but are willing the Flax or Hemp of w.ch
the Linen is made shall be of the Growth and Manufacture of any p.t
of the pvince provided the Spinning the Thread and Weaving &
Whitening the Linen be confined to the parlar County that pays the
Bounty and we hope your Hon.rs will consent that the Bill be
amended agreeable to this proposal
Signed per Order M. Macnemara Cl Lo Ho
