to Servitude however right it may be in a Gen.l insolv.t Act that
psons of suffic.t Ability of Body to labour and not having Wives
or Familys should be obliged to a reasonable Time of Servitude for
the Benefit of their Creditors upon their being relieved from Goal
We cannot think it would be just in the present Case as several of
the Prisoners who will be the Objects of this Bill may probably long
since have Offered those Terms to their Creditors and having since
suffered considerably by their Confinement in Goal we hope Y.r
Hon." will not desire the Hardships of Servitude sho.d be added
thereto. And as we are greatly affected by the unhappy Circum-
stances of the Prisoners and especially as the extreme cold Season
of the Year is nearly approaching We hope yr Hon.rs will not adhere
to that Amendment

was sent to the Upper House with the Bill Entitled An Act for the
Relief of several languishing Prisoners in the Goals therein men-
tioned by Mr Plater and Mr Parran
The following Message Viz
By the Lower House of Assembly

May it please yr Hon.rs
This House have agreed to all the Amendments proposed by yr
Hon." to the Bill Entitled an Act to prevent the Mischiefs, arising
from the Multiplicity of Useless Dogs & for other purposes therein
mentioned Except the 5.th & the latter Part of the 12.th Viz And of
the Sum which shall or may be allowed to the Clerks as afs.d the
Fund to be raised by the Bill will we apprehend be too small to admit
of any Allowance to the County Clerks out of it for their Trouble
and rather than take any Thing from the Fund for that purpose we
would agree to wave imposing that Duty on the Clerk & have the
Sheriffs to make the Charge ag.t the people from the Constables
Original List a Duplicate of which being lodged in Court as the Lists
of Taxables are may be a Sufficient Check on the Account to be
rendred by the Sheriff to the Court

Benedict Calvert Esq.r from the Upper House delivers to Mr
Speaker a petition of sundry psons Inhitants of the T.n of Chester &
sundry other persons of Kent County Indorsed
By the Upper House of Assembly Referred to the Consideration
of the Lower House of Assembly which petition was here read the
first Time and Ordered to lye on the Table
The House adjourns 'till 2 of the Clock
