By the Upper house of Assembly Novr 19,th 1763
Gentlemen
Satisfied that the Establishment of a College or Seminary of
Learning in this Province on a good Foundation wou'd be productive
of many great advantages to the Inhabitants We are much pleased
to find that you are also convinced of the Expediency of such an
Establishment but being at the same time of Opinion that the Bill
now sent us in many respects imperfect & very exceptionable & Ap-
prehending that by your proposing Amendments to it at this time
were you to enter into a full Consideration of them the Session might
be protracted to an unreasonable length We declined returning you
the Bill and Still wave it till the Affair can be maturely considered
when we hope it will have an happy Issue and if you Apprehend
that any great Inconveniencies are likely to arise in the mean time
for want of an Act to regulate & preserve Order in Publick Houses
within this Province a Short Bill for that purpose might be easily
framed before the Conclusion of this Session.
