An Ingrossed Bill, Ent,d an Act to impower John Paca, Robert
Adair Moses Hill & Margaret his Wife to Sell and dispose of the
Lands therein mentioned, late the lands of William Hammond of
Baltimore County, deceased for the payment of the debts of the said
William Hammond, was Read and Assented to, and Sent to the
Upper house with the paper Bill thereof by Mr Worthington & Mr
Nathan Baker
The house Adjourns till Monday Morning at 9, of the Clock

Nov. 7

Monday Morning 7,th Nov.r 1763.

The house met according to Adjournment, the Members were
called and all appeared as on Saturday except Mr J. Tilghman.
The proceedings were Read.
The house Adjourns till 2, of the Clock

Col,o Cresap hath Leave of Absence,
M.r Johnson from the Committee appointed brings in and delivers
to Mr Speaker the following Message (Vizt)
By the Lower House of Assembly Nov.r 8, 1763
May it please your Honours
We doubt not but that the Justices are Sufficiently qualifyed to
do the Duty, in the discharge of which we proposed to join with
them the Gentlemen who are Representatives of each County, but if
their former Transactions might be admitted in our Conjectures as
to the future, we coud not but be Apprehensive that the People wou'd
Still Suffer, as we know they have a Long time done, and now do
in most places, for want of Warehouse Room, Wharfs, Cranes,
& Other Conveniencies, requisite by Law & for which they are an-
nually taxed

We did not assert, that the people in General loudly complained

of the Illegal Exaction of Officers, but that we know their Com-
plaints to be many and loud with regard to the Illegal Charges of
fees by Officers, and this we do Still assert, and know they are far
from being devoid of Reasonable Grounds and that they have not
flow'd from Ignorance, or been excited by misrepresentation
