The quantity of our Staple was too great, and this was the Measure
fallen upon to reduce it; when this Alternative is in Effect taken
away, the people must again have Recourse to making Tobacco, these
and many more, will be the Evils and disadvantages of your proposed
Change; and for these, and other good Reasons, & which your addi-
tion now of Dollars does not Obviate, we, in our last Message, inti-
mated to your Honours, that we Cou'd not agree either to the Chang-
ing the present Establishment of Gold Currency into Tobacco, or of
Changing all the payments under the Inspection Law, from Cur-
rency into Sterling, not being Satisfied of the Expediency of such a
Measure, and we did not doubt but your Honours would have given
us your Reasons for proposing so Considerable an Alteration, but
as we have been disappointed in our Expectations, we have no rational
Inducement for departing from a Regulation we have so long ex-
perienced, which we are fully Convinced is entirely Satisfactory to
our Constituents, and which indeed from its long Establishment, is
become the Foundation on which most of our Commercial Transac-
tions Stand
We hope, therefore, that your Honours will either Concur with us
on our Reasons, in this particular, or give more Substantial ones to
Induce us to entertain Different Sentiments about it.
And we shall afterwards Readily go into the framing a new Bill
upon the plan of the present Law, Including the Alterations & Amend-
ments agreed to by both Houses
