will pass with the following amendments, Leave out in the Title the
Words following Viz.th and for Obliging the Provincial Treasurers
to render Accounts to the Visitors of the several County Schools,
Leave out also in the 2d Page in the Preamble and enacting a Clause
sent by Richard Lee Esq.r

By the Upper House of Assembly 23.d November 1763
Gentlemen
Having by our Message of the 19.th Inst, acquainted you with
the Resolution of this House we cannot help thinking your Yester-
days Message some what irregular and not altogether calculated to
preserve the harmony we wish might Subsist between the two Houses,
as we observe by the Journal that this affair of a College was under
the Consideration of the Lower House Several years ago and that
during the Session held in April 1761 it was again moved and
deliberated on in that House of which most of you Gentlemen were
Members we can easily account for the Bills appearing at this time
to a majority of Your House so plain simple & perfect, but as we
see it in a very different light and think the Establishment of a
College here a matter that requires the most mature Consideration
we did not choose, however, solicitous we are to have a College
established on a good foundation, to determine hastily thereon espe-
cially as several of our Members were by sickness rendered unable to
attend, and therefore made the Reference of which we advised you,
As the Practice of which you affect to complain is of so long standing
that we believe none of the Gentlemen who are at Present Members
