Commission issued to John Browne, James Bordley, James
O'Bryan, John Fischer, Clement Sewell, Vincent Benton, Vachel
Downes, Edward Downes, John Sayer Blake, Benjamin Sadler, Jacob
Ringgold, Thomas Marsh Foreman, Arthur Emory, and George
Baynard appointed Justices of the Peace for Queen Anns County. —
The Council adjourned 'till tomorrow morning 11 oClock.

Pennsylvania.]

We have the Honor to acknowlege your's of the 7th Instant, in-
forming Us that our's of the 29th April addressed to the President
of your State was received, and referred by the Council to you as
Judges of the Supreme Court to take Measures to bring Mr Carbury

into your State for Prosecution and Trial for the Offences with

which he is charged to have there committed : in consequence of this
Act of Council you have addressed Us and requested that we should

order Mr Carbury to be sent to the Goal of the City and County of
Philadelphia.
As soon as we were made acquainted with Mr Carbury's Affair
we took Measures to give your Executive Power the earliest infor-
mation of it, conceiving that by the Articles of Confederation they
only could nationally interfere and demand him out of the Hands
and Jurisdiction of this Government : the 4th Clause of the Confed-
eration is plain and explicit and we still think no Authority in your
State competent to demand Mr Carbury but the Executive.
It does not appear from your Letter that you were Commissioned
and Authorized to demand Mr Carbury: you address in your judi-
