[B Stoddert in Council Annapolis to Honble Robert Morris Esqr]
We are honored with your's of the 5th instant. The Assembly of
this State, passed an Act at the last Sessions, directing the Intendant
to advance 5 Months Pay to our Line of the Army — We would
transmit the Law, but we understand it has already been done by the
Continental Receiver. You will perceive by this Act that the first 5/
Tax appropriated to the use of the United States, is now to be ap-
plied to the Payment of the five Months Pay. The only Money that
can be turned over to the Continental Treasury, for some time, is a
Tax of 2/6 in every hundred Pounds property amounting to about
£10,000 first made Payable last May, but the Collection since sus-
pended 'till August next. A Tax of 2/6 in the £100 is also to be col-
lected in September for the same purpose.
We have the Honor to enclose an Attested copy of an Act, to em-
power Congress to Levy certain Duties, and are &ca
