Ordered that the western shore Treasurer pay to Doctr James Mur-
ray seven pounds, ten shillings out of the Money set apart for Con-
tingent Expences, for the purpose of procuring Necessaries for the
Sick French Sailors in this City on Account

That the said Treasurer pay to Hemsley & Kinnard nine hundred
and sixty six pounds, thirteen shillings and four pence specie agree-
able to the Act to adjust the Debts due from this State per Certifi-
cates adjusted and passed. —

That the said Treasurer issue Certificates agreeable to the "Act
proposing to the Citizens of this State Creditors of Congress on
Loan Office Certificates &ca " to Robert Couden for thirty two
pounds, thirteen shillings and two pence, to Mrs Tootell and Robert
Couden Exrs of Doctr Richard Tootell for seventy six pounds, nine-
teen shillings and six pence and to Mrs Elizabeth Maxwell for three
hundred and seventy seven pounds, nineteen shillings and ten Pence,
due them on Continental Loan Office Certificates adjusted by the
Depy Audr the 11 Feby.—

The Board proceeded to appoint Officers for the Barges, the Rank
to be settled hereafter, when Daniel Brian and William Under [h] ill
were appointed Captains to receive pay from this Day 'till they are
Discharged — but not to be Commissioned 'till each recruits forty
Men. —

[Council to Captn Daniel Brian.]

We have appointed you to be a Captain of one of the Barges. You
are to receive the Pay and Emoluments of a Captain from this Day,
'til you are discharged, but not to be commissioned until you recruit
40 Men. You will proceed immediately to Baltimore Town, where
you will endeavour to engage forty able bodied Men, for this Service,
to serve 'til the 1st of next January. The Men are to be allowed at the
Rate of £3. per Month, and to be furnished with one Ration of Pro-
visions and Liquor a Day. You will endeavour to engage the Men,
without advancing any Money, 'til they arrive at this City, the Ad-
vance must not exceed £3. this Advance to be deducted out of their
Monthly Pay, if you can engage the Men on such Terms, but if you
cannot get them without a Bounty, then it must go as a Bounty. If
the Men will not engage 'til the 1st of January, you may take them
for one or two Months, or the longest Time they will engage to serve ;

but no Bounty can be given to those who engage for a short Time ;
and if you should be obliged to advance Money to them, it must be
deducted from their Monthly Pay. Each Man you engage must sign
Articles. We have given you an Order on the Naval Officer at Balti-
more for £100. While you are on this Business, your reasonable Ex-
pences, of which you must keep an exact Account, will be borne by
the Public. We expect you will use the utmost Diligence in procuring
the Men, and bringing them to this Place.
