We request you will supply the Soldiers, whose Names are on the

want to send the Men immediately to West River, to guard the State
Ship, which we apprehend to be in great Danger from the Enemy's
Barges. If you have supplied these Men with the Articles they now
want, they ought not to have them.

Friday 14 February 1783.
Present His Excellency and all Members

[W Paca in Council to Honble Daniel Carroll Esqr]

We are honored with yours, enclosing a Letter from Doctr Shuttle-
worth. It would be setting a Precedent of a dangerous Nature, to
grant the Permission he solicits, and therefore we cannot comply
with his Request. There is nothing indeed, in our Laws to prevent
his becoming a Citizen, and Subject of this State, on taking the Oaths
prescribed; but having taken the Enemy's Lines at New York in his
Way here, we cannot introduce a Practice of giving Passports to au-
thorize British Subjects to come from that Quarter into this State.
