The Act of Congress, of March the 15th, 1779, considers the Offi-

eighty eight Battalions originally apportioned on the States, as be-
longing to the Quotas of those States of which they were Citizens.

The Laws of the State direct the Commissioner for setling Depre-
ciation, to settle with all Officers and Soldiers, who are considered
by the Acts of Congress, as belonging to the Quota of this State.
We think that Lieut. Winchester of Colo Gist's, one of the 16 addi-
tional Regiments, comes under this description, and ought to receive
his Depreciation.
