[Wm Paca in Council to Majr Nathl Smith]

We are favored with yours of the 29th Instant. When we deter-
mined to permit Messrs Likly and McCauly to return to New York
by Water we thought we were granting them at least as much Indul-
gence as they had a Right to expect, all Circumstances considered,
and we see no Reason for altering our Opinion. It is our Wish that
those Gentlemen be so restricted during their Stay in Baltimore,
as to prevent all Intercourse with the Citizens.
