manding Officer at Dobbs's Ferry (the Rout which he is to pursue)
to go into the City of New York for the purpose of carrying neces-
saries to his Son a Prisoner in New York with Liberty to return. —

We have determined that Alexander Likly, and McCauly be per-
mitted to return to New York in a Flag, upon their giving security
for the Payment of the Expence and the Return of the Vessel, the
Officer of which must be approved of by this Board. Colo Forrest
has laid your Letter before this Board, respecting your present

Situation. We will immediately write to Congress on the Subject, and
we expect you will receive a regular Appointment, as Commissary of
Prisoners; in the mean Time we request you will continue to act as
heretofore.

[Wm Paca in Council to Honble Delegates in Congress]

Mr Nathaniel Smith of Baltimore Town has been, for some Time
past, acting as Commissary of Prisoners, under the Appointment of
Mr Daniel Hughes; he complains that he has received no Compensa-
tion for his Services, and objects to continuing longer in the Office,
unless he is regularly appointed and some Mode adopted for supply-
ing him with Provisions for the Prisoners, as there is not any Issuing
Commissary at that Place.
Such an Officer is certainly necessary, to take Care of the British
Prisoners brought into this State, and no Person will Act, unless he
is rewarded for his Services and furnished with Provisions regularly.
Be pleased to request Congress, or the proper Department, to take
this Subject into Consideration; and if such a Post be established, we
beg Leave to recommend Mr Smith to it.

Present as on Wednesday.
Ordered that the western shore Treasurer pay to John Wilmot
for the use of John Green fifteen pounds, eighteen shillings and nine
pence specie out of the money appropriated for the Barges per
Account passed. —

That the said Treasurer pay to Thomas Bevin, two pounds ten
shillings — Joshua Brown, twelve pounds, fourteen shillings and six
pence — Ann White two pounds, ten shillings — Thomas Baynard one
hundred and ninety nine pounds, eleven shillings and one penny —
Solomon Rawlings, Ten pounds, six shillings and eight pence — Wil-
liam Kirby Jones six pounds, seven shillings and six pence — and
