Thursday 14th November 1782
Ordered that the Issuing Commissary deliver to Mr Paul Snyder
Provisions for four persons thirty Days agreeable to an Order of
the Secretary at War of the 15th of January 1782
That the western shore Treasurer pay to Henry Hooper thirty
four Pounds, ten shillings specie due him per Accounts passed.
That the said Treasurer pay to William Hellen one pound two
shillings and six pence specie for transporting three soldiers from
Baltimore per Account passed. —
That the said Treasurer pay to Thomas Townsend eighteen
pounds specie due him per Account passed. —
That the said Treasurer pay to David McMachen for the use of
Alexander Donaldson nineteen pounds, three shillings and seven
pence specie out of the twenty thousand pounds appropriated for
the Payment of Creditors of a particular description, for Money
lent in May 1780 per Certificate adjusted & passed. —
Commission of Letters of Marque and Reprisal issued to Henry
White Commander of the Schooner Havana eighty Tons burthen,
navigated by twelve men, mounting five Carriage Guns, belonging to
Thomas Worthington and Thomas Yates of Baltimore dated 25th
October 1782. —

[Council to Honble Intendant]
The Gentlemen who propose to contract for all the Tobacco in the
State, require too long Credit. Possibly and not improbably, such
a Change of Circumstances may take Place before the last, and even
before the second Payment, as will raise the Price of Tobacco very
considerably. We think no Person can purchase 50 Hogsheads of
Tobacco from an Individual for less than 15/. Cash, or very short
Credit, and that the Public should not sell at that Price, for more
than one Month's Credit; and if any is disposed of, even on these
Terms, indibitable Security should be taken for the punctual Perform-
ance of the Contract.
