We request you will discharge from Confinement, Fortune Stod-
dard a Soldier belonging to the Rhode Island Regiment, confined in
Cecil County Gaol for Cost accrued in a late Prosecution. The State
will pay all the Costs, of which we request Accounts may be
transmitted to this Board.

Friday 13th September 1782
Ordered that the western shore Treasurer pay to Capt Isaac Lay-
field two hundred & sixty Pounds, seven shillings & one penny and
Philip Davis seven Pounds ten shillings specie agreeable to the "Act
to adjust the Debts due from this State " per Accounts passed. —
That the said Treasurer pay to Charles Lansdale nineteen Pounds
sixteen shillings of the Bills emitted under the Act for the Emission
of Bills of Credit &ca for the use of George Aisquith per Account
passed. —
Permission given to John Round Morris of Worcester County in
the State of Maryland to apply to his Excellency General Washington
or the Commanding Officers at the Out Posts of the American Army
for leave to go into the City of New York for the purpose of en-
deavoring to procure the release of Collier a Prisoner. —

We have enclosed a blank Permission for you to fill up with the
Name of a proper Person to go into New York, and a Letter to the
Commissary of Prisoners, whom he may get some Assistance from.
It would be attended with some Difficulty to procure Permission from
the Enemy for a Flag. When you fill up the Blank, you will please
to transmit the Name of the Person to this Board.

It has been represented to us that Collins, who was carried
into New York, was compelled, in a fraudulent Manner, into the
Service of the Enemy. The Bearer, his Relation, has our Permission
to go into New York, to endeavor to procure his Releasement. We
request you will be so obliging as to give him all the Assistance in
your Power.
